But if there's time left on the clock then the game can't be tied because you play the last point until it's end, rather than until when the clock runs out. If scores are tied when the clock runs out surely you're supposed to play one more point, winner takes all?

I agree with you winner takes all is a great way to finish but i dont think that is the PA's rules

If the game clock runs out while a game is in play the game carries on until a flag is hung.
You can get a draw as explained in another post, because the scoring is league based it really is the best way.
