HSE bottle retest

Ok guys, I have a bottle that is HSE-AL-FW2 compliant, born before 2003, retested by HPAC in 2004.

Am I right in thinking that although the bottle states it should be tested every 3 years, the legislation on it was changed and once retested after 2003 the retest is valid for 5 years?

this was always a dubious one, as i thought it was only certain bottle manufacturers like sci that had the 5 year extension. Others had to be tested every 3 years, especially carleton bottles. I would give Hpac a ring to be sure, but i bet you'd get away with a 5 year test.
Doesn't it say when the retest should be on the hpac label.

Nah, it just says the date of test, which was 2 March 2004, It's an Angel AIR bottle, so no idea who the actual manufacturer is. Any way to tell from the serial number or anything?

carleton probably. Hpac will be the way, they'll know for sure.
I've dropped them an email, and checked on the UKPSF site which is confusing because it says "THREE YEARS FOR FULL WRAPPED BOTTLES - HSE-AL-FW2 manufactured before July 2003 then five years after retesting for SCI and Luxfer cylinders"

in one place, then

"All cylinders manufactured and certified to the HSE-AL-FW2 specification prior to July 2003 and retested after July 2003 have their retest period extended from 3 to 5 years at their next retest. "

Under notes an amendments, which appears to suggest that it is all bottles now. Will wait to see what HPAC say, might be in need of a speedy retest if it is out of date :D


EDIT:
Just found this on the .gov site:

"Within the period of 3 years* from the date of the last hydraulic pressure test
every composite cylinder to this specification shall be examined for defects
externally and internally, and before continuing in service, subjected to a
hydrostatic pressure test in accordance with the British Standard BS 5430 Part 3
1990. Clause 4.7.3. and the manufacturer's recommended procedure, by the
manufacturer or a station authorised to test composite cylinders on behalf of the
manufacturer.

*NB After the first re-test, the re-test performance data will be reviewed by the
manufacturer, or the competent organisation, or the approved Inspection Body where
appropriate. Satisfactory performance will result in the extension of the re-test period
from 3 to 5 years. The Health and Safety Executive will need to be notified of the
change."

So, from that, I think I'm safe, but will wait to see what HPAC say.

It's probably 5 years for the next test, and i doubt you would be challenged at a site anyway. But it's best to be sure.
