if the bottle is new, then send it back
i believe the entire piece is like an inverted 'T' shape (in a basic explanation), and so you think you are missing the 'l' bit and have the '_' part which will be keeping the valve closed, but will be unable to be opened by a usual asa.
from memory, dye valve pins are quite small to allow larger flow rate, so it could be possible for it to snap off i suppose... if not new, then youll need a new reg for it
or contact dye and see if they have the spare parts to repair it...
