Hang on a second surely if ash22 has scammed that many people, then you have reciepts of the money you payed to him along with the details of the transactions. Firstly start off by reporting him to paypal (that is if he paypal) as a buyer you have rights over the seller, they can start there own investigation. If using cheques or direct bank transfer then go into your bank and ask them to look at the sort code of the details he has given you and they can tell you what bank he uses.
Inform his bank of any mis-haps and again they can start there own investigation. If you how-ever payed by cash then that is a far larger risk and shouldn't ever be considererd online
Finally try informing your own credit/bank company and they can look into it
Had this problem before over ebay, was finally resolved through threat of legal action in the small claims court
