Edit #2: The reason Steam charges for CS 1.6 is because you can buy CS 1.6 WITHOUT needing to buy Half-Life, therefore CS 1.6 includes the engine, which is where your $10 goes.

Nope never worked - just says "Pre-load complete" I still need too buy CS...

Well CS used to be free it was just a mod for the original half life, then greedy old valve came along and bought CS, which was kind of a good thing becasue if they didnt i doubt they would have the money to make the games they do today, i myself am waiting for digital paintball source to come out, which is a free mod for half life 2 which should be a laugh... rather like garry's mod.

Edit: (well saying that there are alot of free mods for HL2 which are quite good, i recommend hidden:source)

tonee get BF2 mate its a bit buggy but aint got half as many cheats as CSS used to play in a clan on there till i got totally pissed off with all the hackers..

CS IS STILL A FREE MOD, however when you buy it through steam, you are buying it with HL1, as the HL1 engine is required. Read my post above !!

Oh im getting confused with Counter-Strike: Source, and if you can find that for free, ill give you an e-medal.
