annoying drop down header

hello Admins
well done on the new page but seems to be a small glitch
when scrolling through the header bar drops and cuts the page ...any ideas

It's that bit of code, you don't tend to use a !important unless there is other CSS trying to position it differently. I would hazard there is an admin nav bar running along the top of the page.
