Either :

you need to retrieve your old account via a mod
Wait until you gain full privileges with 20 posts over 2 weeks
Upgrade your account to platinum for instant full privileges
Create an open thread somewhere tagging them to say hello ..... without the ability to PM

Other users may or may not be able to PM a user that does not yet have the privileges themselves

But the primary reason to do so would be to breach trading rules
