Is he asking by private message? I would avoid any sale anyone is trying to do behind the scenes. Why are they not using the thread? Is what I would ask.The propesctive buyer is asking about sending the marker to Lithuania
Are there possible pitfalls in trying to do this?
A low ball offer, is a potentially lower than expected offer. For example if its £100 new, maybe £70 second hand and a low ball offer would be if they offered £40 for example.
There shouldn't be any issues with duties & taxes as it is in the EU (If there were then it would be the recipient to pay them)Are there likely to be issues and/or additional charges with exporting a marker from UK to Lithuania?
Any suggestions as to where to look would be gratefully received.

If you're both happy then there ought not to be an issue. Make sure that it is sent appropriately with the right amount of cover etc (things can get lost or damaged)
Note that PayPal should not be used for paintball guns, so the protection could become void if things ended in a dispute and they noted what it was for. However I don't know of another suitable protected money transfer.
In this case I would support being general about the description in the PayPal transaction so that you are both afforded the PayPal guarantee. (PayPal in principle first support the buyer so keep hold of all agreements and tracking)
If things do go wrong you as sender claim from the carrier, he as buyer claims back from you.
The worst that can happen is he becomes dodgy and claims non receipt - but you can get that here too.
Crossing borders can affect deliveries so cover yourself.
