The rules don't have it as European and American, just either / or and to be consistent

This is just one of the steps to a world standard, and maybe a small step in changes (change everything and everyone is upset about something) with the intention to have one common method in the future, or that there are two methods already and keep the definition of both

So if we want to we can throw flags around and if Americans want to they can wave flags around
