Factory medium setting works out at 10 bps
That only works while the eyes are off. When the eyes are active, the CON time will be ignored, and the ROF will change with the loader speed, among other factors.
To reach a hard 10 bps cap, he needs to keep the eyes on, and increase either the COFF, CDEL, or both to slow the cycle speed down to 10 bps. I'd use both, because it makes the cycle feel a little more stable, and spreads the delay out across the entire cycle, instead of front loading (CDEL) or back loading (COFF) the delay.
