i believe the police or a law enforcement group use them to train as instead of releasing paint when they break it releases powder to keep clean

Overall under 'less lethal' there is a large range

These are used by the police etc either in preference to shooting at people with bullets. Back in the day in the worst of 'the troubles' baton rounds often featured heavily in the news whenever they were used
Better then firing 7.62 into a crowd, but still not pleasant and there were deaths.
Nowadays the news hitter is when someone is injured or dies as a result of a taser. Armed police carry taser as an option in preference to 9mm

The purpose of 'less lethal' or 'less than lethal' is to give an alternative to true lethal weapons. It's not like Hollywood when you can shoot a weapon out of the bad guys hand and then it's all over
The full range also gives a lot of other options, such as balls to break windows, pepper balls to direct the equivalent to pepper spray instead of gassing everyone in the area with tear gas or CS gas, or DNA / permanent marking paint to mark trouble makers for identification later on

For the one described this could be normal powder balls, which are pricey but have a number of uses including reduced mess, an impact 'burst' effect for film etc, or they could be purely law enforcement directed

The recent riots in Turkey, after the mining disaster there, had plenty of footage of police officers firing rounds like these from Tippmanns. From what I gather they mostly used "solid" rounds, in order to inflict pain and scare off the crowd, rather than injure or kill. There were deaths though.

if anyone watches dog the bounty hunter on tv he also uses them but with pepper balls to disorientate the targets to reduce danger towards them.

Pepperball (the Company) is owned by Tiberius Arms. Tiberius now sell more product into the less than lethal market than paintball.
First Strike rounds are actually the same size and shape as pepperball rounds are.

it just seems strange that i can get hold of what i always thought of as "special law enforcement tools" if that makes sense... but it gives me one of my best ideas to date... but i think it may have been thought of before

i have recently has a wasp problem at home, this went as far as them getting into my bedroom... so we need powder paintballs with wasp killer inside them and if we can make water paintballs we can put liquid in to kill the wasps (like in the aerosol sprays)

You won't realy get the 'special police tools' here legally
Powder balls are 'special' but not controlled. Pepperball etc are a different situation

I wouldn't realy advise using something shot from a paintball gun at wasps.
You may deal with some of them, but also end up with the rest being pretty hacked off wasps

I have a wasp problem

Would you like a can of wasp killer for $2.99 sir? It will last all summer and will pack into

No, f that, give me an A5, an air tank, loader, and that specialist super expensive riot control ammo.

Yes Sir, that will be $985.28

Bargain.
