Items not recieved

Hi
I bought an Axe on the 24th Feb from @jimbojetset. The listing stated it was for the marker and the spares kit. When it arrived on the 7th there was no spares included. I sent him a message, he admitted he'd forgot it and would get it posted out on the 10th. I still haven't received it and he hasn't replied to any of my messages. (Looking at his profile I know hes been on multiple times since I sent them.)
It was paid for through PayPal, but I don't know if I can claim as I received the main item.
Any advice ?

Wouldn't really know how much to claim for as I don't think you can buy them separately. Any ideas ?

I know you can get a players parts kit at around £25 if this helps
