Why?
Blame goes to the players.
If it is as it looks on screen, then it is blatant cheating, potentially dangerous - cranking up unchecked velocity.

Perhaps he was innocently tightening up a loose screw on a wobbly grip frame
But tools on the field of a tournament are illegal in their own right
