Morning peeps just got an email from PayPal saying theyre holding cash in an account for up to 21 days now! I doubt this will be for money owed but could be if you pay the fees, anyway here the mail I got

We're writing to let you know about a change to your PayPal account.

Starting 01/05/2012, money from payments you receive will be placed in a pending balance for up to 21days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.

Even though you can't access the money right away, please send orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.

The money may be available sooner if:
We can confirm that the item was delivered and 3 days elapse. This gives the buyer enough time to review the order and file a dispute if necessary.
Your buyer leaves positive feedback. (Applies only to eBay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.

Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.

Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.

I would be extremely cautious, I have had no email from PayPal...

I strongly advise you to not click any links in that mail and log in to PayPal in a seperate browser, just to be on the safe side...

Log into your PayPal account and check messagrs to see if the message is there.

You could have a scam email, or a real hold may have been made.

This can be because you have been an EBay seller with bad feedback, subject to buyer claims, a slow sender etc.
It may also be due to fee evasion using 'money owed' excessively.
(Money owed just offsets the fees to the buyer - Instead of doing this ask for a price that covers the fees)

When will the hold on my eBay payment be released?

If your account is subject to payment holds, the best way to get your funds released is to post quickly and use a postal service that provides tracking and delivery confirmation. If we can confirm that the item was delivered, or your customer leaves you positive feedback, your money will likely be released in less than 21 days. In order for this to occur, we need one of the following to happen:

  • Post the item and provide us with the tracking number through the transaction details page.
  1. We will confirm the delivery and release the funds to your PayPal balance 3 days after the date of delivery.
    If you are selling in the US, we can confirm delivery if you use USPS, UPS, or FedEx to ship the item and use PayPal shipping labels.
  2. If you post through an alternative carrier or the package is not US, PayPal will be unable to confirm delivery. In this situation, the buyer must provide positive feedback or 21 days must pass without a buyer dispute, claim, chargeback or other action on your account.
  3. If you print labels and pay for postage through PayPal or eBay, the cost of postage will be released from your pending balance shortly after purchase. Printing labels on eBay and PayPal is free. You’re charged only the cost of shipping.
  • Once the buyer leaves positive feedback, we will release the hold within a few minutes.

Please note that buyers cannot request that PayPal release funds on the sellers’ accounts.

I've had nothing about this either, and these days you can't be to careful:unsure:

Hmm I'll give them a buzz, it can't be to do with bad feedback as I don't sell on eBay really and I've only had one money owed transaction in a the last couple of months!!

I logged into my account and it did say that my account has had this applied here's the reasons

We’ll set aside payments to sellers whose customers have filed a dispute or chargeback. There are a number of other reasons why we may put your payments into a pending balance. Here are some examples:
You have been selling on eBay for less than 90 days
You have an eBay feedback score fewer than 100 and have not yet established a record of good performance
You have received fewer than 20 Detatiled Seller Ratings on eBay in the last 12 months or your eBay seller performance is below standard
You have a high rate of customer disputes or a low eBay feedback percentage
You have been a PayPal member for less than 6 months and have limited selling activity
You have a sudden change in selling activities (e.g. suddenly selling expensive items, selling large numbers of items, etc.)
You happen to be selling in a high risk category such as tickets, travel, gift vouchers, computers, electronics, mobile phones, etc.
Depending on the circumstances, we may set aside payments for a single transaction or for all payments to sellers who meet the criteria above.

I guess it's just because I don't use it much?

Its done this to me before for some reason (about 3 times) and the restrictions go away after about a month or two but it is very very annoying :(

My paypal balance got held before (sold something through eBay) it took neary two weeks for my money to be released after positive feedback, sooo annoying!! Also if you send money owed over £13 does Paypal charge you fees as it did to me. :confused:

Yeh mine kept getting held as I was selling things through eBay, to be honest I really don't like PayPal, they decide for no reason to do random sh!t to limit your account, HATE IT!! and as you said it charges you fees over £13, sometimes it does for me an others it doesn't...its unpredictable!! But hey ho it's the only safe way of dealing on forums such as these so either way I'll always resort back to using it...
