In the wanted ad's if someone offers something in response to an ad is it okay to jump in and make an offer? Would I be breaking the rules or just be being a sh*t?
Is it agianst the rules or just rude?

Feel free to jump in, that's why people post them, they'd like to have at least one sensible offer. Besides, the original poster might not agree with the first offer.
