Cant leave feedback

The guy i want to leave feedback for is not a plat member but he has had feedback left for him before.

Am i doing something wrong or have i just not woken up yet

I click on the Leave feedback and get a "Mclovin101, you do not have permission to access this page. This could be due to one of several reasons"

Any help would be good
