i mean that if you bore the paint to match the barrel then it won't be as consistantas either an overbore or underbore

I think this needs some clarification; the optimum situation for firing paintballs is made up of two considerations with the primary being consistency.
The secondary factor is efficiency i.e. optimising gas usage.
To attain the former, you need quality paint and a good match to your barrel, and this match can best be described as the outside diameter of the paintball matching the interior bore of the barrel .... you will never get an exact match because the paint will vary so much, even quality paint will vary.
In fact, the barrel size was manufactured to within one tenth of a thou in some cases whereas paintballs are manufactured to plus or minus 25 thou, in some cases more [thou= one thousands of an inch].
It's no accident that the best match also gives rise to the most efficient in terms of getting the maximum number of paintballs fired for a given reservoir of gas [air].
