What is the ideal pressure for an angel 04 speed

There are many ways to setup a speed. But in general this is how we do it.
Set the dwell to 12. (or 18 if you have an early speed '03 with the standard board)
Set the minireg to 300psi, then set the LPR to just above 75 PSI (or 60PSI for the spitfire speed).
Now chrono using the minireg.
