The bottle has to be HSE approved for use in the UK. Bottles in the USA are DOT certified and are illegal to fill/use in the UK.

There are a handful of bottles around that are dual test (certified by both HSE and DOT), but even those effectively lose one certification once they've been re-hydro'd.

No, you can't get a US bottle "tested" to make it HSE approved - the approval process actually tests the design of the bottle, not just the safety of your single bottle. The testing process requires that the manufacturer send a prototype batch (about 30) to the testing facility, where they are tested to destruction: they get dropped, crushed, have holes drilled in them and grooves cut in them, filled until they explode, and several other generally unpleasant things happen to the poor innocent items. If the design and the manufacturing processes involved in making the bottles aren't approved in this way, then the end product will not ever be legal for use in the UK. Periodic hydrotesting of bottles is a separate process entirely, intended just to ensure that an approved bottle is still safe for use for another 3 years.

The reg is fine, however, you would just need to replace the bottle with an HSE-approved one.

If you can buy the Angel AIR system with dual test bottle in the US, then it can be used over here because it is approved for use in either country. Where it is purchased has no bearing on where it can be used, only the country of it's ensuing retest will determine this.
The bottle is apparently labeled with both DOT & HSE coding and therefore cannot be distinguished by country of origin and as long as it has the HSE approved coding on the bottle and it has not been subsequently tested to non HSE standards then that bottle can be used here whereever it was bought.
