Tournament Draw via Seeding system

Okay peoples ... need some help (no smart comments from the bleachers)

I am trying to find a simple system/piece of software that will allow me to create a draw for events using a seeding system.

By way of simple example .... we have 16 teams at a minor event, and we want each team to play 8 games in the prelims. I have the teams seeded from previous results - and now want to create a fair draw.

Any ideas?
