The PA tournament paint distribution rules

Hey, i recently got told by a friend that if a paint company is supplying teams who play the PA event but they haven't done some kinda' down payment which allows them to distribute at the event, does that mean the team cannot use their paint?? I just wanted to clarify if this was true or not?

We were shooting Chronic at the weekend from Phoenix and it was spot on all day. Highly recommend it for these chilly days.

That is why the paint was in the boot of my car at the last event, the charges are too high for some vendors and so they are not attending... this includes our paint at the next leg
