are stako bottles good,bad,banned, or use out own risk,or is there a reg to avoid, any help thanks

Use at own risk. Most sites will only let you fill to 3000psi. I had one was fine never a problem but ask Nige what he thinks about them 
He was on about air bottles Dave not your Blow up girlfriend.wouldn't use anything else
Correct me if im wrong, im sure well at least one of the incidents happened because the previous owner of the stako had put oil in the reg?

Stakos are no more or less safe than any other bottle out there given the right respect.
If they were any less safe, then they would be banned full stop.
