Usually, with the paint used for RC car body shells its painted on the inside, the clear shell gives the gloss finish and the paint itself is quite matte. You key the surface with really fine wire wool, until its like a dull opaque finish, then wash it in mild soap, rinse and dry
Whatever you do, use a paint designed for plastics, or it won't adhere and flex with the hopper shell, leading to cracking, chipping or peeling of the finish and make sure the shells are really clean and dry.
A local model shop should be able to help with selecting the right paint and any masking tape etc you need.
