Sending funds across the pond by paypal?

Got to get about $100 to someone in the states (I know, should be buying British but if you can find Sheridan parts over here let me know).

my paypal account is linked to my debit card so my questions are:

1) what will it cost me in fees (percentage and fixed charges) and what sort of exchange rate do they use?

2) will it be cheaper if I sell some stuff, build up a balance in my paypal account, then use that?

3) How do i make sure he ends up with the exact amount I want to send (guessing I just keep clicking on the "I'll pay the fees bit").

as you can see I don't really understand this modern stuff - which is ironic since I'm trying to buy bits for very old guns and this modern way is the only way I can do it!

As far as I'm aware, neither paypal nor my bank has charged me other than the price of what I'm purchasing. If it's a personal deal and not through a shop you may be asked either to add paypal fees, which also insures you against fraud or pay as owed, but you take responsability for if the deal goes sour
2) will it be cheaper if I sell some stuff, build up a balance in my paypal account, then use that? If you have money in the bank that paypal can take, then you don't need to sell anything unless you are short of money
3) How do i make sure he ends up with the exact amount I want to send (guessing I just keep clicking on the "I'll pay the fees bit"). If you have to pay paypal fees, you just get a calculator and add 4% to your total, unless the price is fixed then it already has the percentage added
as you can see I don't really understand this modern stuff - which is ironic since I'm trying to buy bits for very old guns and this modern way is the only way I can do it!
I could be wrong on some aspects...

cheers mate, he's a bloke over on MCB who reakons he can post to the UK alot cheaper than palmers, so I need send him the money so he can get the stock in then ship to me. I'm using a debit card linked to paypal rather than linking my bank direct if that makes any difference?

The seller picks up the fees unless you use 'personal payment owed' option

Paypal works out exchange based on current rates. You just need select USD ($) at time of payment and type in the amount. Paypal will tell you what the transaction cost in GBP.
