If they are empty then i believe so.

Not sure about AirMail.

Had a Tank through the post and all was fine as long as it's empty.

If it is going in any sort of Airmail it needs it's Reg removed i believe.

I've had tanks sent to me via RM with regs attached and one had air in it too but there were no problems. if possible remove the reg to be safe but if not just make sure it's empty. Cargo planes don't have such strict guidelines as passenger planes.
