No, but you have to be sure you know what you are doing...

Better still, get an airsmith to do it for you. The person who usually deals with air fills at your local site will be able to help you find a competent person if they don't do it themselves.

I wouldn't have thought so it's the bottle that has a hydrostatic test.
You just have to have experience with regs to change them.
Saying that I had no previous paintball paintball reg training before changing mine,but have been a qualified dive instructor for years so have changed many valves and serviced kit doing that.
It's just an O ring and screw thread.
If you are not happy get a dive shop to do it.
