There's a little fraying and bobbling as expected but all the velcro and elastic is sound. If I were to put a figure on it I would say 8/10 condition. There's still loads of life left in the pack.

will it hold 2 pods in the elastic it looks like the elastic has torn away, so that the pods will dangle down via the weight, it is the belt is it not the tactical add on pouches for tack vests

All four elastic loops are in tact. They have small patches of Velcro on them so you can fold them away if they are not being used. It is the belt and not the add on pouches.
