Ramping - Yes or No

This is a subject everyone is talking about at the minute, should it be allowed? should it not?

Some tourny's are taking it all the way by simply banning players who are caught with ramping markers whilst others seem to be turning a blind eye and looking to see what others are doing about it.

I am looking for some opinions on this but with reasons to go with them as well.
