What do you need to achieve to be allowed to pm? Is it a certain amount of post, messages or days registered?

It goes with the 20 posts required to allow access to classifieds
So 20 posts & a reasonable amount of time for the system to clear through and to allow moderators the chance to spot post spammers just trying to gain classified access

Got it and just found the post which told me the answer. I guess this is why this is in the newbie section.

It prevents people just making accounts and spamming the forums too...
