you can use paint (edit=>select all then resize but it messes it up a bit and makes it fuzzy hence my avatar...)

If you not got photoshop then you can do it in paint, just open the image in paint then click on select all and resize the image. You may have to resize the background also. Then just save it as a jpeg.
