Im sure Russell said that unless the Millenium also change and it is made easy to update the guns to shoot these modes, it would stay at 15, even though the PA rules are based off the PSP ones (or was it the other way around as he made the rules?)

Because the required software upgrades may not be readily available to the European market the PA will permit all (15bps) capped modes at there events except full auto.
As soon as the Millennium Series brings their rates of fire in line with the PSP, we will then instigate the new rates of fire.
