Orange markers, the rules

I know this might sound like a strange question but I have heard many different things regarding orange markers, some people say they are banned some people say they aren’t, all I am wanting is just some clarification on this as to the rules most tournaments enforce about them, i am mainly concerned about UK tourneys such as the masters and the PA but any information would be appreciated
