NSPL and Pro TOur - Ramping?

Have this already been decided or is there gonna b a vote or anything? or has it already been posted and im being blind?

i think at least the pro tour should be ramping with 15 bps cap

but then again u wud have to have that for the NSPL too cos as the teams will want to play with it to prepare for pro tour if they get promoted in?

thoughts? comments? links on info that i have missed?

We had a vote in Germany, and the teams in the Pro Tour decided that there would be semi only.

Shock, Nexus and Tigers are using it as a training for the NPPL where it is semi only, and wanted Semi only in the Pro Tour, fortunately, most of the other teams agreed as well.

Pro Tour is non ramping, thankfully
