NPPL Super 7 Teams and Captains PLEASE be advised of the following Rule Revision on Staining Paint for the NPPL Super 7 World Series.
In a meeting Thursday, September 4, 2003 the NPPL Rules Committee made the following revision regarding staining paint. It is vital that each team is aware of this change, as it will be implemented in the Commander’s Cup this November. Staining paintballs has become a big issue as we provide better venues and services for the players. In attempts to cut down on the staining paintballs the rules committee came up with the following criteria. The new rule reads as follows:

7.11 Prohibited equipment includes listening devices, communication devices and any form of electronic surveillance device, incendiary devices, smoke producing devices, red paintballs, which are toxic or not biodegradable or indelible or paintballs which has a shell, fill or both altered or augmented in any way. Teams found using forbidden paintballs or carrying forbidden paintballs in their pods or hoppers or with an open box of such paintballs will have to pay a fine of $500.00 USD. The team will also be ejected from the tournament and all points taken away from that round of play. Paintballs will be tested in accordance to the following testing criteria exhibit A

Paintballs Definition and Use
Paintballs that are used within the event for playing, practicing, target shooting must be paintballs designed specifically for the use in paintball sport activities. In addition, further requirements for the conformance of the paintballs are listed below.
The tests to evaluate the additional requirements of the paintball shall be performed by the manufacturer and a declaration given to the NPPL and, if necessary, confirmed by the NPPL scrutineer.
All paintballs must comply too ASTM Paintball Standard F1979-99
The purpose of the tests is to ensure that no permanent staining may occur to the environment and to satisfy concerns from the local authorities, spectators and event organizers.
Paint Fill Color
The fill color used in the paintballs shall not be a color that may represent the color of blood or cause confusion to the extent of an injury.
Paint Fills Solubility
The tests to evaluate the staining properties of the paints shall be performed by the manufacturer and, if necessary, confirmed by the NPPL scrutineer prior or at the relevant event.
All the paintball fills must have the ability to be dispersed in water. The test to evaluate the dispersal of the fill is as follows:
A single paintball is broken in two
The fill of approximately 3-3.5 grams is placed into a suitable container that holds 1 (US fluid) pint (0.5 liters) of water at room temperature
The container is gently shaken by hand for 15 seconds
Pass/Fail Criteria
If the entire fill has dispersed into the water it is deemed passed
If any of the fill remains un-dispersed the paintball is deemed to have failed
Paint Fills Staining Test
The test is to determine, as a quick guide, the staining properties of the paint fills and is aimed to give a quick visual guidance at an event. Its purpose is to replace or be used in conjunction with evaluating the staining characteristics of the fills to skin.
Pierce a paintball that is to be tested and place approximately 25% of its contents onto the test sheet
Wait 10 seconds and wipe the sample from the test sheet using a suitable cloth
Visually view the test sheet at 3 ft (0.9m) for visible staining
Pass/Fail Criteria
If the stain has remained vibrant and highly visible it is deemed to have failed
If the stain remains slightly visible but is not vibrant it is deemed to have passed
Paper Specification for the Test Sheets
White gloss paper known as 100lb book gloss (130gsm)
NOTE: Should there be a dispute or uncertainty to the results, the test should be repeated with the test sheet substituted for the skin on the palm of a dry human hand.
Paint Fills Fabric Staining Test
This test is to determine the staining characteristics of the paintball fill to fabrics that would represent possible garment worn by spectators/visitors to the event.
Use a clean previously washed white 70% polyester/30% cotton tee shirt
Place the contents of 1 paintball (approximately 3 grams) onto the fabric
Smear the contents over an area of 60mm diameter
Leave the contents on the garment at room temperature for 3 hours
Machine-wash the garment on a 60°c wash program using a domestically available biological bleach free washing detergent
Tumble dry the garment
Inspect the garment under D65 lighting conditions (natural daylight) for visual staining
Pass/Fail Criteria
Any visual staining will be deemed a failure
