Novice Situation (Millenium Series)

Ok, so you can only play two Millenium Events as Novice.

Is this per season or what?

So say a team play as Novice this series but only play Two Millenium, could they play next season as Novice again?

I think you can step down but not step back up again, so if you go down to novice you have to stay there for the rest of the season...or a meringue?
