Not received a purchase

I'm not 100% sure if I'm suposed to of posted this in the buying/selling advice, if so apologies.

I purchased a bounce vest from thomas221289 on the 21st of August. He claims it was returned to his mothers address and he then re-sent it.

Its been just over a month, I pm'd him yesterday advising that I still hadnt received the vest and could he either have it to me or my money back by the end of the week.

I've seen that he has been on here since sending him that message but have had no reply. I dont think I have been unreasonable in my request but wanted to know if there was anything further you could advise that I do or any help that you can offer?

i have replyed to every pm you sent me and i can guarentee it will be there tomorrow unless royal mail **** up again. it got returned and as i had to explain to a mod iv been ill all week i have apoligised but i cant help it if it gets returned. you mustn of signed for it or collected from sorting office.
