A few friends and i would like to switch over to nitrogen, but because i have a bamf Shocker, i have to get an 88ci 4500 tank just to keep my Shocker happy. I would like to know what we need in order to fill up to 4500 tanks. also i dont think it would be possible to get our hands on a scuba tank.

4500 ? well you will need a filling compressor capable of pumping that high...and/or a GENISIS from Air America cos that will do that for you BUT you need a scuba tank to pump the extra air from it...so you are right out of luck then...sorry but you answered most of the question from your post.
