I own an M4 Carbine Scenario marker. It looks like a real assault rifle such as an M-16. I love my gun. Its super accurate and has never broken a ball and ive shot over 6500 balls. I dont even own a squeegee. But lately my gun has been a bolt-action. It shoots once and then i have to cock it again. I took it to an airsmith at Apocalypse Paintball in Wisconsin and he said that i may need a new valve or a siphon tank. The only way it shoots right is if liquid CO2 goes through it. He told me i could either get a new valve from the company or get a siphon tank that will siphon the liquid CO2 from the bottom of the tank. Can someone gimme some advice on this? what should i get? where can i even get a siphon tank?

First of all, you want an ANTI siphon tank. There is not marker currently produced that runs on liquid Co2. That's a problem, not a solution. Compressed air would be better still.

Also, it might help to know what kind of marker you have ("one that looks like an M16" isn't that helpful, it'd be nice to know what brand or type of marker it is, so we can know if it's stacked tube, inline, open or closed bolt, etc.) Just going on what you've said though, I'd assume that you have one of the Armotech line of markers, which are a stacked tube blowback, in which case I'd say you should try your marker with someone else's verifiably working tank and see if you still have the same problem. If so, you should check your input pressure, your hammer and sear for wear, etc. The valve would be one of the last things I'd check in your situation.
