It is correct. The first event in Portugal is run that because of the assumption that The Portugese players have to minimize time off work.
1/ They play Saturday and Sunday and because "they probably won't qualify for the finals" (Quote Pedro) can go back to work the next day. Of course the downside of this is less public to cheer the finalists on. It has been this way for a long time now and helps maximise the number of home participants.
2/ Germany runs over a bank Holiday. Friday day off walk fields, and the tournament over the next three days. No time off work again.
