Mill rules "the yellow thing"

I have yellow events with orange lens, nipper SLY PROFIT with yellow tones, read the mill rules and sort of grey whether applies to masks, as says uniform and that's complicated enough.
And surely a regional event this is not gonna be enforced that much, or am I wrong.

Also an Ion it can be capped at 10 bps, and is semi so surely ok, ramping is desirable, not a pre requisite, but if capped good to go
