i was wondering if i have got a halo b board and eyes could i use some reloader b shells and make a new loader 
if not what else would i need exept battery pack

Not quite, you still need all the guts: catch cup, raceway cover, gear cover, drive cone, drive shaft, gears, motor, belt, anti-jam beads and spring, and assorted screws, bearings etc. You can get all of these parts but by the time you've got them all you'll probably have spent more than you would on a new loader.
And, if you have a reloader B, with a shot board, that you intend to replace with a Halo board...you will find that the raceway doesnt have holes for the eyes...probably
Halo B / Reloader B raceways are the same buddy
both come with holes for eyes as stock. Well all the ones i've had and messed around with in the past have anyway.
my reloaders fine just wanted a backup loader an seens as i might have a board coming my way i just thought id give it a go
