It allows the air to escape at the point of the fitting instead of the air having to go back to the solenoid to be released. It also keeps excess grease out of the solenoid. This will allow you to decrease your operating pressure and reducing your dwell. With the EGO the above is all you need to know, with an ION read the post below.

In short, QEV makes it possible to shoot faster, but putting one in and expecting it to do something it is not the case. You need to play with the dwell and the pressure in order to get the best result. Most people want to shoot faster, a new qev and a new board will enable this, but a new board by itself wont do the trick. However, newer bolts such as the deadlywind, lucky and L7 bolts have made it possible to achieve the faster rates without the qev. This is done by a very light bolt being able to move very quickly back and forth. The extra gas that a QEV usually gets rid of wont be there because with one of these bolts you can lower you OP to around 135 PSI. My deadly wind bolt shoots 130 PSI at 280 FPS at 24bps with a dwell at 16 enabling an effceincy of 1700-1800 balls per 68/45.

Will it shoot faster with a stock ION? no.
Will it increase effciency? not in a such a way that it is worth buying
Will it shoot faster with a aftermarket board? yes.
Downsides are that a QEV is harder on paint

Get a new bolt, not the firebolt, get a lucky, tech t L7 or a deadly wind, the firebolt is a nice bolt, but not as good as others for the same price.
