You can use Yahoo! or MSN to do it, but I suppose you mean on a website? If you do then it gets a bit complicated cos you'd need to set the computer with the cam up to serve it to a website. There are lots of ways to do that.
Can't think of any simple ways to do it really, but surely some company has written some software to do this somewhere? I saw once someone hosted an image on thier computer that was updated every now and then by the cam and the site would auto-refresh every few seconds. There should be better modern ways now tho, I'm sure philip would know if he was around.

Yeah it'd be pretty slow without broadband anyway, is it very important? If you just want to go on cam to a friend use Yahoo! or even MSN if you have to.
