I have a 1.1l air bottle but the valve has gone a bit ****y and the bottle is out of test. how much would it cost to service it and how much would a 3000 psi reg be??

3000 psi regs are uber cheap, re tests costs anything from £10-£30, depends here you go, most use HPAC though.
