Dunno if anyone is interested, but I got some additional info on HPA bottles - dropped an email to Luxfer to see if there had been any change in the testing requirements and got the following reply:
This .pdf manual was attached - some interesting stuff regarding damage and repair.

On a semi-related note, a couple of weeks ago I took three 1.1l 3000psi bottles to LPS for hydrotesting, they were all dated 1994 and had never been tested before. Got a phone call earlier to say that they'd all passed...result!
Dear Sir
On behalf of Luxfer Gas Cylinders I would like to thank you for your enquiry which we received via our Website.
The current re-test periods for Fully-Wrapped composite cylinders in the UK is every 3 years. The products do have a limited life of 15 years.
Attached is our technical manual on the composite products which should answer any further questions you may have.
If you require any further information please let me know
Kind Regards
