a 12ltr dive tank and a fill rig will come to around £250 second hand and your dive centre should fill those for you
but if you want a full filling station complete with compressor then you are talking crazy money
if you want to look it up you need:
tanks to hold the pressure
compressor
fill panels or stations with the nipple addapter
and some hose to connect the whole lot together

This may sound like a long shot but if your prepared to do some work then you can get a stirrup pump that will fill air bottles up to 232 bar of pressure in about roughly 5-10 mins, this is about 3k pressure. a decent pump will cost you £150 brand new or £60-70 second hand.
