try the straps you can get from car shops for getting oil filters off with..
you cud also try heating up the neck of the bottle with hot water to make it expand.

Put it in a vice like Mikey said. If you dont want to scratch your tank wrap it in some rubber. MAKE SURE IT IS EMPTY and use some knippex pliers to undo the reg. (if you havent got these get some good grips and wrap a cloth around the reg to stop scratching)
It shouldnt be loctited (heard some are but never found any I have done to be)
Twist and it will undo!
Like I said though, MAKE SURE ITS EMPTY!!!

Totally cant get it off- worried about killing it and I'm trying to sell it so might have to just give my good bottle away with the reg!!!! rather than my slightly heavier but still good bottle as I had planned!!! crap!!!!
...and your faceput some oil in the fill nipple then flash fill it
I heard that normally gets rid of the reg.
