Its easy
Just needs to be a .jpg file of 75 by 75 pixcelles. You can do this in any software as long as you save it as a .jpg and it is 75 by 75 pixelles, then just change it in your user options and upload it

try www.gifworks.com you can resize gifs there and download the animation software to do one yourself. don't ask me fo advise on it though coz i can't get the thing to work at all!! it won't even let me load up a gif before i even get to resize the thing

You need some kind of gif animator (search for that on say tucows.com or downloads.com), or if you have flash you can do it in that.
