I'm also new here (been "properly" ballin' since september) so welcome from another newbie!
As for your questions (not the best person to tell you but hey)
1) Loaders are a personal choice. 90% on here will swear by the Dye Rotor (~£80? on the For Sale section). I have a Rotor, Halo (old starter, bought it for £20) and a brand spanking new Pinokio. (Christmas bonus for the win!) I'll be trying them out over the next few months, but everyone else I go with has a Rotor. I mean EVERYONE!
Air tanks are again a personal choice, but from what I've been told there are a few guidelines: If you're shorter or want a tight set up, go for a "peanut" tank. Otherwise, a 68/4500 (68 cubic inch capacity (also know as 1.1L), 4500 PSI rating - means you can accept a bigger fill if its there) is a pretty safe bet. Carbon fibre is also the way to go (lighter and smaller)
2/3) <--- They're essentially the same question... anyhows, if you're planning to play speedball, (I'll stick with CPPS, cause I kinda know that one) - it is 10.5 Balls Per Second (BPS) ramping. This means a maximim fire rate of 10.5 balls coming out of yer barrel every second. Ramping is subjective. I'm not a fan of it but here is the short version of it: you can set your board up so that when your fingers pull the trigger a certian number of times in a second (e.g. 5), it kicks up the firing rate automatically up to your cap - in this case, 10.5 Balls Per Second. (does this sound partronising? my sincere apologies if it is!)
In Q3, it you say "10.5BPS Semi Capped" - this means no ramping! Set your board at a cap (max rate of fire) of 10.5 BPS, and so that 1 trigger pull = 1 ball coming out of the barrel. Simples! (i would do the weird squeak thing but I don't know how to type that!)
