I'm an intermediate player w/ a couple of years experience and i'm looking for a new gun, i have a $700 price budget to get a marker, a loader, and (possibly) a new air system, also any upgrades that you might recommend, thanks for the help.

For that ammount of money, you could probably buy a used angel LCD for about $550 on up. Buy an evo II or halo for it, and you're set. If you're looking for something new, you could get an Impulse, but I really despise SP, so personally I would stay away from that. A nice cocker would probably serve you well for that price range. I've seen used Shocktech SFL cockers going for as little as $550 on some forums.
